This should be a noble task for you swedes. I would offer to do it myself, but sadly snus cost the same as cars in Norway.
The EU prohibited the selling of this fine Swedish tobacco product here back in -96. After that it was the norm to sell it under the counter from each gas station etc. Some 5 years back the government took more serious approach on this and the sellers where warned of police raids and all of them quit. After ppl that travel to/trough Sweden have brought the product back and sold it here for a tidy profit. But currently it's winter so no-one is going to Sweden, so there's the problem. Actually in the first years the prohibition worked "really" well as the usage increased something like 50% as the prices wen't down, because people where buying it from the ferries tax free and sold it forward here.
They have already tried that in the 30's here. Didn't work. Swedes tried also here in 18th century (or so, because the peasants where drinking too much). Didn't work. I think under the Russian rule drinking was more encouraged than prohibited, so we continued from there. But most likely the EU will invent some rules on drinking too...
