If you read the book, it is a measure of distance. Everyone just misunderstands because Star Wars didn't set up the context in the movie. Kessel Run is full of black holes, thus the shortest distance was the accomplishment.
Also it's not just about plotting a route, it's about the acceleration capacity of a ship too. The faster you're already going and the faster you can accelerate the closer to event horizon you can plot the route while being able to avoid getting grabbed by the gravity.
