Sounds like a matter for High Command to discuss at length. In such instances where these choices present themselves, I move that all progress be suspended until the High Council has an opportunity to gather together as a whole (minimum 65% present) and discuss the various options at length. After each option has been put forth and weighed before the body, progress will only recommence once discussions have yielded a decision with a supermajority of support. A supermajority will hereafter be defined as no less than 80% of the High Command in attendance.
